As far as I am aware it is only the manufacturer of the belt that can/or would be prepared to recertify them (I'm sure one of the scrutinners that reads this forum will be able to confirm feither way). I know for sure that Aerospec in Brisbane will recertify their own belts. To do this he checks all the hardware and rewebs them. Cost last time I had them done was around the $100 mark. You will find most of the Aussie Offroad Racing suppliers carry belts with the full two year rating for not alot more than this these days and they'll deliver them to you door.
